Bioforce multiplies biomethane production with the support of international investment

The international Three Seas Investment Fund is investing in Bioforce, Estonia’s largest biomethane producer, to support the company’s expansion in Estonia, Latvia, Lithuania and Poland. It is the largest-ever investment in the Baltic biomethane sector, enabling Bioforce to increase its production capacity fourfold in the coming years.

The investment is made by the Three Seas Investment Fund (3SIIF), advised by Amber Infrastructure Group. Amber is part of the Boyd Watterson Global Asset Management Group, which manages assets exceeding $39 billion. The exact size of the agreement with Bioforce is not being disclosed.

Bioforce is Estonia’s largest biomethane producer, operator and distributor, with a market share of approximately 40%. The company currently operates three biomethane plants in Estonia: Aravete, Ebavere and Laatre. A fourth plant is being launched in Viiratsi, and another is under construction in Vainode, Latvia. With the support of the investment, Bioforce will develop new biomethane plants, biomethane injection points and refuelling capacity in Estonia, Latvia, Lithuania and Poland. The goal is to increase current production capacity from about 250 GWh to more than 1 TWh (1,000 GWh) per year by 2032.

Henry Uljas, Chairman of the Management Board of Bioforce Group, said this is the largest investment in the history of biomethane production in the Baltics. “Demand for biomethane is growing in Estonia and across the region. Currently, 380 gas-powered buses in Tallinn’s public transport run on biomethane produced in Estonia. The investment will increase local biomethane production capacity, which in turn supports the region’s energy security. Bioforce is already Estonia’s largest biomethane producer, and with the support of this investment we plan to expand production volumes in Estonia, Latvia, Lithuania and Poland. We hope to start construction of our first biomethane plant in Poland in 2027, and expect to build and launch at least ten biomethane plants in Poland over the following five years,” said Henry Uljas.

Christian Roy, Head of CEE at Amber Infrastructure, said the biomethane sector is poised for significant structural growth across CEE, underpinned by the region’s ambition to strengthen energy security while accelerating decarbonisation. “European policy continues to create a supportive framework for renewable gas, whilst growing corporate demand and the development of long-term offtake arrangements are improving market visibility for producers. We believe these favourable fundamentals make biomethane an attractive infrastructure investment and are pleased to support Bioforce, a platform that is well positioned to capitalise on this long-term growth,” said Christian Roy.

Bioforce Group was advised in the execution of the transaction by Porta Finance, which acted as its exclusive financial adviser, supporting the company throughout the capital raise process.

Bioforce Group is Estonia’s largest biomethane producer, operator and distributor, with a market share of approximately 40%. The company produces biomethane and develops waste-based renewable energy solutions in Estonia, Latvia and Poland. The group comprises 13 subsidiaries, including three operating biomethane plants (Aravete, Ebavere and Laatre) and the Viiratsi plant, which will launch this year. 2025. In 2025, the group’s revenue was EUR 26.1 million and it had 70 employees at year-end. 380 buses in Tallinn’s public transport network run on biomethane supplied by Bioforce every day, together covering more than 31 million kilometres in 2025.

The Three Seas Investment Fund (3SIIF) grew out of an initiative of European countries located between the Baltic, Adriatic and Black Seas, whose members are Austria, Bulgaria, Estonia, Croatia, Lithuania, Latvia, Poland, Romania, Slovakia, Slovenia, Czechia and Hungary. The fund’s key partners are the European Union, the United States and Germany. The fund’s investment advisor is Amber Infrastructure Group, which is responsible for deal sourcing, asset management and capital raising. The Estonian state has invested EUR 20 million in the fund. The Bioforce deal is the fund’s sixth investment. 3SIIF has previously invested in Estonia by becoming the majority shareholder of MCF Group Estonia, supporting the development of the Greenergy Data Centers data centre. The fund has also invested in the Polish locomotive leasing company Cargounit, renewable energy developers Enery and R.Power, and the Bulgarian port operator BMF Port Burgas.

Amber operates in 11 countries and manages more than 200 infrastructure investments, with a combined asset value of GBP 14 billion as of 31 December 2025
